you'd see that inner peace is most often defined as "absolute immunity" of one's personality, rather than peace, which can actually be disturbed, people don't want absolute immunity, they want to not be bothered. ergo why it lays in who is surrounding you, and who you are and what you want.
Answer is: obtaining what you want without hurting yourself or causing others to hurt you
