After Tip From Ally, U.S. Sent Muslim to Syria for Questioning

TORONTO, Sept. 18 -- Canadian intelligence officials passed false warnings and bad information to American agents about a Muslim Canadian citizen, after which U.S. authorities secretly whisked him to Syria, where he was tortured, a judicial report found Monday.

The report, released in Ottawa, was the result of a 2 1/2-year inquiry that represented one of the first public investigations into mistakes made as part of the United States' "extraordinary rendition" program, which has secretly spirited suspects to foreign countries for interrogation by often brutal methods.

The inquiry, which focused on the Canadian intelligence services, found that agents who were under pressure to find terrorists after the attacks of Sept. 11, 2001, falsely labeled an Ottawa computer consultant, Maher Arar, as a dangerous radical. They asked U.S. authorities to put him and his wife, a university economist, on the al-Qaeda "watchlist," without justification, the report said.

Arar was also listed as "an Islamic extremist individual" who was in the Washington area on Sept. 11. The report concluded that he had no involvement in Islamic extremism and was on business in San Diego that day, said the head of the inquiry commission, Ontario Justice Dennis O'Connor.

Arar, now 36, was detained by U.S. authorities as he changed planes in New York on Sept. 26, 2002. He was held for questioning for 12 days, then flown by jet to Jordan and driven to Syria. He was beaten, forced to confess to having trained in Afghanistan -- where he never has been -- and then kept in a coffin-size dungeon for 10 months before he was released, the Canadian inquiry commission found.

O'Connor concluded that "categorically there is no evidence" that Arar did anything wrong or was a security threat.

Although the report centered on Canadian actions, the counsel for the commission, Paul Cavalluzzo, said the results show that the U.S. practice of renditions "ought to be reviewed."

Disturbing

I'm kind of shocked Canadian authorities went along on this. I thought the mindset in the government up there was different. I just read the story on a news site and just now this Canadian Justice guy who prepared the report, I forgot his name already(dementia setting in), is saying that maybe in the future Canada won't cooperate with any efforts that may end up in someone being tortured! Which leaves me wondering, what exactly is current Canadian policy towards torture of its citizens by other countries and do the government entities who provided this bad info really expect everyone to believe that they had no idea what was going to happen to this guy once they said what they said? Cummon

The fact they shipped someone off to Syria (aren't they on a US blacklist of sorts??) is completely wrong. Anyone will admit to anything under torture and its a horrible way to gather intel. I know how security services in countries like Syria operate, and usually if they can't pin anything on you they will create a trumped up charge (e.g. "Conspiracy to subvert the constitution"), set up a kangaroo court, parade in a long line of 'witnesses' and then lock you up indefinitely. Arar was very fortunate to have been released. In my opinion the Canadian authorities are to blame for sloppy investigating, but I also hope he can sue the Americans for the torture he received when they shipped him abroad.

I myself had a few unpleasant experiences when travelling between the US and Canada, but never something that bad. I typically carry way more documentation than is necessary for travel (e.g. birth certificate, tax returns...etc) and it helps a lot. But when such documentation does help they need to alert people like me to bring it along, instead of saying nothing for fear of being accused of racial profiling. Being forthcoming and practical helps everyone get along with their lives.

Arar has his feet dirty, no questions asked.
Got off on a technicality

BoardStiff,

You seem to be saying that Arar is guilty. The inquiry, which had access to some information not commonly available, completely exonerated him.
