This is the problem with the Prostitution laws in the US. For the longest time, LE in most US municipalities were turning a blind eye to prostitution. This case is Federal since this woman was operating across state lines.

Now local LE and the Feds are cracking down on prostitution and have been with greater resources for the past 4 or 5 years, because there is a payoff for them.

When they uncover a prostitution ring, they aim to shut it down and run a sting for a day to catch a few guys to teach those a lesson and collect confiscated money and fines. However, when they run into a list like Palfrey has, they tend to dismiss it because the cost of prosecuting is too great and most, if not all Judges would dismiss charges of someone on a list because there is no proof they engaged in prostitution, whereas in a sting, they catch the suspects giving decoy women money.

The payoff for the government for catching this madam is huge. They confiscate all of her belongings and all they have to do is prosecute one person. And she serves as a lesson for others.

I guess she is trying to make a point. If she is being prosecuted for pandering, then why would they not prosecute her alleged customers also? It won't work because all of them will deny they did anything, like Tobias.

By the way, many of the agencies in the US require your real name from a driver's license, or verification of a listed telephone number, and verify you at your work place. I guess they want to make sure you are not LE? So if you want to use their service, you have to give your real name. This has changed in the last 5 years when it was still very annonymous. I recommend against it.

The prosecution of prostitution is so ridiculous in the US that you have the Police Chief in Philadelphia, the new murder Capital of the US at the moment, making statements about how LE will crack down on any incall or outcall establishment in the city. Philadelphia has seen an increase in the murder rate by 17 percent over last year and has had more than 1 person murdered per day. Phila. is ranked 4th per capita in the US. The majority of the victims are under the age of 25. Clearly resources can be better used battling the violent crimes in the neighborhood.

You may want to ask EagerBeaver for the official answer, but in most states and I guess including DC, sex in prostitution law is defined as when either actor touches the genital (male or female) of the other actor. It is not limited to penetration. So, yes, even if Bill Clinton was involved, a hand job would be defined as an act of prostitution.
