This is assuming, of course, that no minors are found in the place. In this case, the police had reports of minors, but in fact there were none. They still arrested everyone there. After all, if you're going to drive all the way over there, you can't come home empty handed. :)

The word "répondre" in this case does not translate to "explain". It translates to "respond to the accusations in criminal court".

Look in the first paragraph: "8 people (3 men) were arrested and will be charged". The girls will be charged.

You're right, it looks like no customers were charged. But, notice that the raid was on Wednesday morning. Probably were few or no customers at that time. Also, police will tend not to charge customers if they are not naked (ie: caught red handed). In other raids, customers have been arrested when caught with the girls.
 
Customers certainly have been arrested and charged as "found-ins" in other cases, without being naked or caught in the act of doing anything except being unlucky enough to be present when the arrests are made.

A raid will occur only after police have already investigated, usually over a month or more, to gather enough evidence to demonstrate that the place has been regularly used for prostitution. The police do not conduct the raid with the hope or expectation of catching anyone naked in order to prove their case. The purpose of the raid is to arrest and charge anyone there, and to also gather physical evidence (cash, condoms, etc.) to further back their case, and they also usually search for illegal drugs.

Charges against the escorts ("inmates") and customers ("found-ins") can often be dropped, sometimes if they agree to provide evidence to help convict the ones in charge of "keeping a common bawdy house".
