Criminal background check? What for? That's not even required for a passport! I have a NEXUS card and this wasn't even required for that!

In my line of work criminal check and fingerprinting is required to get into the U.S. to do my job. I think the new drivers licence will not be issue to people with criminal record They want better control on who is coming into their country

The new license will be issued to anyone who wants one and is ready to pay the $40 premium for it. It is not a guarantee that you will be granted entry into the US, it just makes it possible and easier for border officials to check your identity. There is no personal information stored on the card itself.
And the Lord said unto John, "Come forth and receive eternal life." But John came fifth and won a toaster.

    These are enhanced driver's permits.
They basically confirm your citizenship. Not as good as a passport but good for land & see crossing at the Canada/USA border.

they have been available in the States for about a year or so

While you do have to prove that you are a Canadian citizen and have no criminal record to obtain one, there is no personal information stored on the card from what I have seen and read in the local media. So I am only partially wrong.
