Turn off traffic lights

In Montreal, it would certainly reduce congestion: most cars would end-up in scrap yards and people in hospitals, meaning less traffic.

Many times when the lights are just flashing red to indicates a failiure it reduces dramatically traffic in many places.

There is a lots of occasions in suburbs to turn them off and it would really work; specially at night.

But for Bristol vs. Montreal, it's two complete different sort of population which makes it a complete different mentality on the road.

Bristol : White British 88.1%, Asian 4.6%, Black british 2.9%...
Montreal : French 23%, Italians 10%, Irish 5%, English 4%, Scottish 3%, and Spanish 2%....
