Is a police citation equivalent to a criminal record?

For you legal eagles out there...a question:
does anyone know if a police citation (for being in a "bawdy house") tantamount to a criminal record?
For ex., will it prevent someone from entering the USA as a tourist?

Hello Sigma. To the best of my knowledge and experience, the answer is no. A conviction of a major crime probably will, though. It would be best to check with a lawyer, or maybe someone here will know for sure. According to Wikipedia, a conviction of a traffic offense could keep an American out of Canada, but I couldn't find any thing about a Canadian entering the US. The key word here being conviction.
If any one knows for certain, please post. I do not want to give out erroneous information.

Citation is they want to see your face, tell you if you're accused and fix the court date if required. If you are convicted, you could be denied entry in the USA. Any criminal offense in Canada can get you denied access to USA and, since in USA seeing a prostitute is about as bad as selling drugs, you might have a hard time getting some custom agents to ignore the entry.

Just to clarify...the citation is not for seeing a prostitute, but for being in a massage parlor during a bust. And it wasn't me... :nono:
The cited person saw a judge and was charged a fine (in the $100-some range). The person was also told that unless he/she (please allow me the imprecision...) received 3 such citations, there would be no criminal record. This was 10+ years ago.
I've been googling around and such citations are sometimes compared to speeding tickets... (but I can't find anything that is clear and authoritative)

I was just wondering if some folks here really knew how these things worked and their impact on someone's record with emphasis on entry into the US.

One note: I know for a fact that a DUI in the US will keep you out of Canada unless some extra paperwork is done. But I've never heard about a (regular) traffic offense being grounds for keeping someone out of Canada.

However, sometimes the cops will enter personal info about a person in a police information system, without the need for a conviction (CPIC, Canadian Police Information Center?) Entering that stuff isn't mandatory for the cop and most won't bother for something so minor. I've heard of US immigration sometime being aware of what's in CPIC but I don't know if it's an urban legend or the truth.

Your friend can ask for a record check at his local police station to be certain he have no criminal record. That's less than $100. It won't tell about CPIC.
