Montreal borough wants a 'zone of tolerance' for prostitution

The borough of Hochelaga-Maisonneuve wants sex workers on its territory to operate freely on a stretch of Ste-Catherine Street East.

The idea is to create a "zone of tolerance" in a less residential stretch of the street, between Moreau and Alphonse D. Roy streets, where prostitutes could work without police interference.

My view is that instead of street walkers, I'd like to see an area similar to the Red light district in Amsterdam, NL.

Why re-invent the wheel?

"It will always exist," he said. "You're better to legalize it, to control it a little. Make some taxes off it and have brothels."

We ain't gonna get legalized prostitution as long as we elect dumbass who doesn't have a cent of creativity !

We should legalize prostitution, have a fee to pay to the gov. which half would go to charity and the other half would give u the equivalent of a 6/49 loto ticket.
Some of the profit made from this loto would pay for all the social services to the girls registered and security for them.
The rest would probably help a lot in paying Quebec's debts.

Hell you would have the knowledge that you are getting a girl who choose to work.

It would not be out of sight exactly, just not in a residential neighbourhood. If they had a tolerance zone, they could be more obvious and less isolated so it would probably be more safe for them. I don't know if all the SW of the city would agree to be crammed in the same little place though.
But I agree SW should not be encouraged. Outcall is already legal and incall well tolerated, so why should we need a Red Light Disctrict? If we had legal brothels, the average SW would probably not qualify for those places anyway so it would not solve that problem.

Prostitution is the worlds oldest profession. It's not going away. I say that it should be embraced rather then shunned. It would be safer for everyone and a great source of revenue. You're worried about what?

The problem is that there are way too many old fashioned conservative people out there that view prostitution as something wrong and immoral... they view sex as a big controversy. So long as people like this exist and are running the government not much is going to change in regards to this. It is a very looonnnggg way before things change. If anything they should legalize common bawdy houses... better sex workers work there under protection then on the streets with no protection.

In Amsterdam, the windows are located in buildings owned by regular people.. who then charge the girls rent on 8 hour shifts ( which cost 75-130 Euros per shift )

In Montreal, where would you find a place ( preferably abandoned ) that is about 3 square blocks, where this could be housed ?

As usual with this subject there seems to be a lack of separation between the conditions of being an "escort" and a "street walker", and we all know that even among escorts there are serious problems, which as we know are much worse among street walkers.

Poirier is too focused on the very bad aspects of the industry, as much as some here are probably too focused on the image of their own squeaky clean meetings to represent the industry. Each view is too narrow and each side seems to be generalizing too much with their images. The problem with Poirier is her view does not deal with the reality of the problems that cause women to become street walkers, and so does little to solve anything.

Totally against the idea. Against street walkers in general, but a tolerance zone where they are more out of sight may also make it more dangerous for the SW.

I'm discouraged that once again members seem to be seeing any sex industry rejection like this this "zone of tolerance" issue as an attack on the whole issue of a legalized sex trade. I understand the general frustration among members that cause that reaction, but the issue is street walkers, not the entire industry. We should all remember that the street walker segment of this industry is very dangerous and an opening for parasites of all sorts.

This sex industry zone of tolerance solution was tried in Boston, in the 80s mainly. It wasn't about containing street walkers, but all the strip clubs and sex shops were zoned in a contained area. The result was a dangerous zone of criminal exploitation and often clients who exploited the area to engage in criminal behavior. How much worse then would it have been to also herd in women who are so vulnerable?

In my view, a zone of tolerance for street workers would herd them together to be easier targets for wanna be gangsters and the real ones, as well as unbalanced abusive individuals. It would also create a demeaning public spectacle where locals and tourists would come to peep, and and some who would come to treat these women like freaks. Many of us will remember board members who brutally ridiculed street walkers with vicious labels and bragged about acting inhumanely by throwing eggs at them, or otherwise attempting to humiliate them verbally and physically for their amusement.

This isn't a squeaky clean industry on any side, including, at some times, some of the board membership, and street walkers get the worst of it. But I do agree that legalization, registration and strict control seems to be the better answer...if it's done responsibly unlike this herding idea that makes the women easier targets.

True Cloud. Too many paint this issue with the label of immorality to dismiss possible solutions. But you might agree that just assigning a zone to work in without doing much else is a bad idea.

Bill 69, so how does one go about creating an exception to the law banning prostitution and having a special test zone created?

Employees will all be screened for drugs and hiv every 4 months.

I imagine that this place will eventually look like a combination of a hotel and a mall with a medical center or a hospital and a police station perhaps a casino. It will be near or in between 2 metro stops as well as an Auto route or perhaps at an intersection of 2 and have ample parking available.

Any other suggestions? But of course first things first Bill 69 needs to be written.

Like Merlot said, the issue here is not about prostitution, which is not illegal. Its about street walkers because it is illegal to ``negotiate`` in a public place.

We can build as many million-dollar brothels as we want, crack addicts offering 20$ are still going to be left in the streets. And there is still going to be people driving around to pick them up, either because they can`t afford escorts or don`t want to pay a fair price.
