They sell small components like capacitors, resistors, and surplus electronics at a low price. Years ago when it was family run they guaranteed everything. They would buy pallet loads or truck loads of surplus electronics and get it at a low price because there was a high percentage of defects in the load. That is how they make money, by buying low and selling low to make a profit. They replaced the item if it did not work.
