On the website for YUL, the map for the customs area indicates an area for Immigration Canada AND Immigration Quebec.

So does this mean that for an American flying in from the States, the sequence is as follows?
1. Get off plane with E311 filled out
2. 1st customs officer
3. Immigration Canada questioning
4. Immigration Quebec questioning (?)
5. Get checked in bags
6. 2nd customs officer & search (if flagged :( )
7. Head to town!

Nope. Immigration quebec is nothing you need to be concerned with... think of it as a useless duplication of effort so as to waste the most taxpayers money and to try to make the federal system look like it is not working.

Quebec is full of these things, just ignore them.

Why a provincial income tax return?

ManAboutTown's comment reminds me of something I have been wondering about.

Quebec, uniquely among Canadian provinces, requires its citizens to fill out a provincial income tax return. It spends in excess of 100 million of tax money each year processing and collecting its own income taxes and obviously we could be doing something else with the time and/or money expended filling out a second income tax return.

My quick glance reveals no qualitative difference in the Quebec and Federal forms. I am not attempting to bash Quebec in asking, I am sincerely curious. Can anyone inform me what is the justification for the existence of the Quebec income tax return?

Besides the separation issue, the main issue is the Quebec wants to control their income tax system instead of relying on the federal goverment. The 2 tax forms although very similar do contain some differences. The most notable differences that come to my mind is what the 2 different tax forms considered "non refundable tax credits" and what the 2 different tax forms consider valid "interest/investment expenses" (Canada considers safety deposit boxes as being valid, Quebec doesn't consider them valid since about 2-3 years ago).

It is in the end one of the reasons quebec has gone from have to have not province. Successive governments of all stripes since the late 60's have spent billions of dollars creating a shadow federal system. There is overlap in so many areas, there is so much wasted effort fighting, negotiating, and coming up with solutions especially for Quebec (asymetrical federalism, where not every province gets the same thing).

We have the highest taxes, the poorest services, and the most complex place to live.

That's why we love it here.
