I prefer biger bills. It is easier to keep track of, and count. And like mentioned before smaller bills are used as dispensable cash. For bread and milk... ect. Change gets set aside for my kids and panhandlers. Larger bills are easier to save and not spend until the bills or rent is due. But...

I think that counts as the legal loophole.
