No it is not only relared to minors, there’s minors but also adults
If you are looking for minors, definitely. The article seems very clear. For normal hobbyist I would feel very safe. Some SP ads on social medias seem quite ambiguous as for the age. Could be a trap. I stay away. Not my preference anyway.
The only adults being caught are adults like the perpetrator in the article who is clearly a pedo. You don’t even need the context of the article to know that he’s one with a face like that.

he was busted during a gangbang (with an adult -- porn star Bella Jameel). As far as I know and tell, Bella Jameel is not a minor, I haven't seen her ID but she looks older than 18, she had an OF account and they have to verify age of creators.
The event was never advertised as anything related to minors. My guess is that the first charge: "recruiting a person to provide sexual services for consideration" is about Bella Jameel's GB
the issue/ the fear, is that they also arrested "the naked johns" on an adult GB event; "Several customers [who were] present onsite were also arrested, according to the force."
even if they got released soon after (btw, I don't know their status), there is still going to be consequences for these guys (job, family, reputation). More so with the taint of being related to an accusation of pedo stuff
So yes : start fearing this hobby. or at least I would strongly advise against attending these kind of events

What we can understand from this is that they already had a file on him (he is accused of breaching conditions) and that he was under active investigation. They used this opportunity to arrest him. The allegations regarding minors must have to do with separate activities.

It's probably a ton of work to track down clients from his inbox and then incredibly difficult to prove anyone actually showed up, and then actually paid.

The "clients" get a $500 fine for first offence and I read (but I am not 100%) that part of the deal is that you would need to attend a "John school" - anti prostitution course.
So for a LE point of view, that is a lot of effort for a minor crime; I doubt they will come banging doors in the middle of the night.

I am obviously not into teens but I cant believe to read so much articles about juveniles when it's so hard out there to find any SP under 35

The cops in Canada, don't need to prove you actually paid. Agreeing to pay is enough to prove the crime as the law is written.
