I don't know how it works in Quebec but isn't there gouvernment help for those with HIV. Now if there's a treatment not available in Quebec, I don't see what's wrong with asking for help to raise money for such treatment.
Now All she need is someone who can market her properly. And supply more details on her quest for help. I wouldn't just fork money like that not nowing what she'll do with it. I would verify that all is legit.

Yes there are a few treatments not available in Québec. Most are recommended by your friendly local shaman...

Also there is no such thung as a cure for HIV, it does not exist, it never has. There a few well documented cases of remission, of disappearance of viral load, etc, as mentionned by Equaninimity. There are also a lot more people who on tritherapy have an undetectable viral load for years and years--it does not mean they are cured, it means they is no progression of their disease for X years... until maybe the virus mutates and becomes resistant to the treatment.
I have a
huge problem with her starting a "foundation" for herself (even though she claims for others too) when there are already many HIV related foundations. That is the scam I refer to . If she wants to do good, she should contact these organisations and become a spokesperson for them. Now that would be constructive. Relating her story of getting hIV with a partner who had a "normal test" would hit hard and be more efficient. Now I am not saying she is responsible for this scam, she could be, she could not be. She could be manipulated by someone who makes her think there is a cure and convinced her to start the foundation to rakc in the $$... But the thing is a scam.
