Personally, I wouldn't feel comfortable approaching any woman at a bar, even if I suspected she was an SP, unless I got some type of signal she was open to being approached (eye contact, a smile, etc). Even if she was an off-duty SP, she maybe relaxing and does not want to be bothered at all.
