Montreal remains a very cosmopolitan city. I think that we have all kinds of nationalities here. I find it funny when I read all the ads about those mixed girls: I am nationality A, mixed with nationality B, with A and B being 2 unlikely to be mixed nationalities.
Since I am not that experienced in Montreal, I cannot answer the question as to whether the number of anglophone girls has decreased. I would have to say that 25% of my bookings have been with girls who are very bilingual. Perhaps 50% are partially bilingual, and other 25% have been less communicative.
