Police could arrest people but making charges stick is a different matter. The law is very contentious and it's just begging for a constitutional challenge. Arresting a lot of people with a very shaky law is not a good bet for law enforcement.

I think we might live a very hot Spring and Summer 2015... if the exchange of the Canadian dollars versus the American one continue to be like it is now.
From the perspective of the new C-36, we all adapted ourselves (ads, websites, correspondances) and basically, nothing changed in the facts.
This law will be fight and might become unconstitutionnal in few years from now. We know that, police know that too.

Do the charges need to "stick" to work? Just having your name and picture in the paper can be a life changing event, more so here down in the states. Lose your job, retirement and you've not even been convicted yet.
I know they do that in the US, but these shaming tactics are unthinkable here. It would be totally unacceptable to publish pictures of suspects and they are going to have enough legal problems as it is with this law. The police have said clearly that they are not going to change their enforcement priorities in the next few years, so the risks are about the same as before. But I understand that for tourists it's much less inviting just knowing that buying is now illegal.
Actually years ago when I was living in Alberta they were publishing names of those caught soliciting streetwalkers in the local newspapers. They also had a "john school". But as Patron points out, there's a big difference in picking up a streetwalker and using a reviewed independent or agency escort.
I have not been indulging myself in Montreal since the law came into force. Last time I was there was late November, and since then I enjoyed myself in Spain. I am in the process of planning my summer fun and I still haven't decided if I will be going to Montreal or Europe. The law is a factor, but not the only one.
I have been hobbying less because I am stuck in northern Alberta, back in a couple of weeks and will continue like before. People panic too much, fear mongering by the government.

When you live in Canada, or in Montreal specifically, the hobby is something you will indulge in every now and then, and each time probably a few hours at a time. I can't speak for everyone who flies in across the border, but I used to go 3 times a year and now maybe only 1-2 times a year. It becomes a vacation where you try to spend as much time as you can on 'fun'. This creates a few difficulties I won't get into or disclose, but among them is the spectacle of having different women go to your room or being seen with them on the way to or back from dinner every day, and mostly different women each time. So while I may not book any more than average Montreal hobbyist on an annual basis, my bookings are all condensed in a very short period of time, and highly visible. Normally I don't care, but after the law passed it weighs on me.
Sure I can change to a hotel that is more SP friendly and not book longer dinner dates/overnighters. Or I can indulge elsewhere where I don't have to worry about any of that, which is what I am doing now.

But like Patron has already answer back to you, you have the right to invite who you want, you can make all the "interviews" you would like when you are renting a room and in Montreal (like some other major cities of Canada) the chef of police has declared they won't change nothing of what they used to do from ages.
I hope to see more and more American's coming. I had the pleasure to see some of my old American friends in the last months, I am very please that the economy is helping them to come back in Montreal.

I guess since we live here, we just feel more at ease anyway compared to a foreigner. When you make appointments on a more regular basis you get used to it and you get more confident. Also, in the very unlikely event of an arrest it would be a lot more trouble to get arrested in a foreign country. On the other hand, if you rent a room for many days this is less likely to look like you are hobbying compared to us who rent rooms for a few hours.
That makes sense. However, when the police do get involved it will surely be for an important case, like an exploited victim or underage (even if the client is not aware). In that case they would probably be very happy to catch a sex-tourist, as this would make the case even more sensational. Of course that's still an unlikely scenario.
