Is there a better business bureau for Quebec?

Yes, there is. Just Google BBB Montreal. The BBB and groups like Consumers choice are a joke. The members pay to be in their organization. The business that pays for membership immediately earns the seal of approval from the organization and it is only taken away if there is bad behavior like a fraud by the business. They will not mediate for the consumer.

I've googled bbb Montreal many times and as far as I know they don't cover Quebec at all. It is this now?

The link above takes me to another link with a huge category of business types. It’s the Quebec Commercial Certification Office (QCCO) site. I selected Hotels and Resorts and only got a couple of entries: http://www.occq-qcco.com/main.cfm?p=420&l=en&CategorieID=3042

By clicking on info, it provides a consumer status (satisfactory, unsatisfactory). This is purely voluntary, so a consumer status is only available if a business registers with the QCCO. The BBB is more reliable as the business does not need to register, and extensive details are provided for the business.
