For all your people breaking condoms, are you not lubing? There's are times with only the condom lube, I'll either ask for it or I know thrusting has to be done coservatively. Sometimes the girl may do on purpose, not too fluid of a situation so thrusting will be slower.

Lube is definitely a huge part of solving the issue, but so is getting the air out when you first wear it.
I'm not sure the woman will want to apply little or no lube just to slow down thrusts. Little lubrication doesn't work for either person. It doesn't feel great on the dick. It's probably worse for the woman because it hurts.
