Stapes/Bureau en Gros charges $5/scan. Don't know what kind of quality they provide but if you want professional quality for your photos, I wouldn't be surprised if it's even more at other places.

I don't wan copy and print my pictures, I only wan scan my pictures and put them in my USBkey then put in my computer.

Before having a scanner, I used my numeric camera when I had no other fast alternative. One time I wanted to send a picture I had taken 20 years ago to a childhood friend. I took a picture of the picture with my numeric camera (quality was not too bad), transfered in my computer and sent it to him.

On another occasion, my car insurance company asked me to fax them an estimate I had done. I took a numeric picture of the estimate and sent it by e-mail to the adjuster.

I have used a numeric camera to take pics of receipts. If you keep an eye out you can find scanner - printer combos for as little as $29. The scanner companies make their money on the ink cartridges and are willing to give you a scanner almost for free. I got my scanner free when I purchased a computer. Check the Walmart and Canadian Tire flyers, sometimes they sell off surplus stock for the big companies, especialy around Chistmas time
