I don't think you can classify cougar and Milf together.
A cougar, as stated, is a women who is old enough to have kids who are in their late teen years and chase after old boys or young men.
A milf is a "mother I would like to fuck". It has nothing to do with her desires but that of the men around her. She is any women who has kids and is would sexually appealing by any man. That man would find her to be a MILF.
As to Mature I would have to say any women over 40 has lived enough to be mature.
