Though I understand the theme of your post, I believe the answer to this is that things would have been much worse. Warp speed was so much more than just advance purchases of vaccines, and the private sector could not have duplicated those. So in some form, WS would still have been required.

As for the Trump vs. Biden argument, I think to most it's the Democrat vs. Republican discussion. These two clowns just happen to be their respective leaders.

And I genuinely question whether a Democratic leadership, especially one headed by Biden could have pulled off a vaccine solution so quickly, though I have no evidence that they would have failed. I believe their version of a roll out would have been much more reserved, calculated and protracted, mixed with years of lockdowns and 'we’re all in this together' crap.

But we'll never know...

This shouldn't be a controversial move, as Trump intentionally removed actual scientists from these panels and replaced them with people from industry.
