It may be usual, it puts pressure on the cop to produce if he is short on his quota. Whats he to do if he has not met his quota except pull innocent people over for a fleecing.

I bet every cop in North America has a quota, at least in larger areas.

I doubt there's any way the fact that they have a quota would help in a ticket situation. They're not going to start pulling innocent people over if they're behind on their quota - instead of pulling you over because you are 20KPH over the limit, they'll just pull you over if you are 10 over. You're still breaking the law.

As someone who has a family member in LE, I had inquired a long time ago about quotas and if they were real. I was told they are, but I can also tell you that a police officer does not have to work very hard to get his quota. The amount of infractions people commit in a day is astounding, often right in plain sight of the police where it is impossible NOT to know they are there. Jaywalking, speeding, burning red lights, reckless driving, seatbelts... It goes really quick.

Quota or no quota, you most likely broke the law and unless you encountered a rogue officer who falsely tickets and arrests people (possible but highly unlikely), that's why you got the ticket. There is a lot of discretion in police work when it comes to civil violations (like speeding) or even some criminal violations (like disorderly conduct). The only thing a quota does is lessen the likelihood that the officer is going to utilize discretion in your favor (i.e. give you a warning). I don't see how you could use the existance of a quota to your advantage, unless ticket quotas are against the law up there. Even then, I think the ticket would hold; though, you could then file a complaint against the police administration for instituting quotas.

Personally, I'm opposed to quotas. Quotas are wrongfully used by police administrations to increase output. Writing a lot of tickets or making a lot of arrests does not necessarily make you a good or effective police officer. In my opinion, the emphasis should be on quality of effort, not on quantity of effort. But, at the end of the day, police administrations have to justify their budgets and they do that through statistics, which not only include crime rates and calls for service but also arrests made and tickets issued. Unfortunately, the police can not go to city hall and prove how many crimes they prevented through community policing efforts, but they can prove how many arrests they made and how many tickets they wrote, hence the continuing popularity of stats-based policing over community policing.

I forgot about the 3 minute idling law. With the cold we are having now I don't care what the price of fuel is...the car is started and running all the time. Anyway, it is laughable the lame reasons people think that are good enough to get out of ticket. Not that the reasons are all that unreasonable, but because you are basically not going to get out of some sort of bad outcome once you get a ticket. It might be a lower charge etc etc but basically the best precaustion is not to get any little pieces of paper to begin with.
