Not sure there is more organized crime in Russia but Italy is very well known for it, even the NY and Mtl families never broke ties overthere, its too easy for them.

That's because the construction managers got a hammer to the kneecap if they did not make their building completion phase deadlines. What you guys seem to forget is there is no money for the mob from racketeering efforts if there is no hockey. An unfinished arena and no hockey means no racketeering profits. You have to have money coming in for there to be racketeering income- this is Economics 101.
They couldnt care less about racketeering the profits, they are already skimming all the public money construction contracts. Racketeering the sports is way more difficult and risky.
