A good penalty Is when you stop a shure goal, bring a better player to the box with you or when you come to a teamate's defense. In most cases you then have to kill that penalty making you vulnerable. I don't see how that can be advantageous. A deliberate walk In baseball is a very common occurrence that helps the team on the field by getting rid of a dangerous hitter or by filling the bases to make it easier to get outs, it is a gamble.
