LE officers posting as Johns can indeed be an explanation for SP arrests. This would be one way to deter agencies to send girls to such locations (specially if complaints from neighbors were received).
Another explanation: Some incall agencies book rooms for their girls in places like the Chablis and Ideal Motels, but more frequently in lower class motels. If LE has got complaints and was making an investigation about a particular agency, they could have cracked down those particular rooms they know the agency was renting. For the agency, this is the equivalent of maintaining a bawdy house, which is against the law.
I would doubt LE would go into any room without specific grounds. Two consenting adults meeting in a motel to have sex is not against the law. If you're not in a bawdy house situation (the agency renting rooms), there's no way sollicitation (the only other thing which is against the law) could be established.

I'm highly doubting any of them have a problem with in and out traffic for the old in & out, over here.
The most likely explanation would be that some in-call agency set up shop there and they were ratted out by the competition or an unhappy client.

If you take a minute to listen to the news report they are talking about the marquis and not the chablis its a mostly a drug bust and beiing in possession of stolen good ans a couple of girls for protitution . And the local sp will keep going to the chablis its a gold mine for them
