I have two SUV's and I am very happy with Blizzak, Toyo, and Nokian.
They are all very good.
With the new law in Québec, a couple of Nokian models are interresting. They are four season tires PLUS labeled winter tires (with the mountain and snow flake logo, essential to make the legal requirement; this is what the Police is going to look for). They ranked third out of ten, in last year LaPresse review, for winter use, in this full winter tires review!!
Just been through the summer (on a Ford Explorer) with them; they are fine.
They may wear quickly if you do a lot of mileage in hot summer months.

Legal tire will be important

The police may not look just for that. but if you are implicated in an incident, as you point out they could fine you then, but you also could have trouble with insurance coverage. ...with illegal car configuration.

Passionnate is right, watch-out insurances if you get into an accident without winter tires! These insurance companies could go to the point of refusing you your liability insurance towards others, leaving you holding the bag...
