Technically the above 3 comments are "posts", so you are probably referring to starting a new "thread" (subject) which will then include multiple "posts" (comments)

To do so at the top of any section, this one as example (MERB - Tech Support & How To Guides) you will see "Thread Title" which will allow you to create a new thread and it's first post.

Thanks for the explanation but in my auth'd logged-in account, I don't see "Thread Title" anywhere in the UI. Is it a permissions thing?

Go to the appropriate Forum and at the top (above the top Thread) you can click Post Thread on the right and it will open up a full screen page for you to create a thread and first post. Alternatively you can click in the Thread Title field and it will drop down a mini page where you can do the same things.
