These things have been around for a long time. IMHO, the reason for the growth is the hotels, motels, hospitals lack of properly caring for the presmises (i.e. changing sheets, bed pads, etc...etc..). I learned this the hard way in my 20's when I used to travel as part of my job. If you always shop for the low end, you're going to get some bed bugs. Higher End spots have them too, but fewer cases.
Funny story: I went for an overnight sleep evaluation and they set me up in a private room. I go to take off my shoes and can feel the dustmites hitting me in twos and threes. I thought to myself, "Yea, I'm going to get an accurate sleep study in a rat trap like this". Needless to say I ended up elsewhere the next week. It's amazing in this day that medical facilities are as awful as they are. Have you ever watched them prep a hospital room for a new occupant? No better than a mid-range hotel while charging top prices. Now who's the criminal here?
