Of course Russia botched the attempt at Navalny's life, but the message Putin is putting out there is that if they really wanted him dead, they would have finished the job. And there is a kernel of truth there. This poisoning was very similar to Litvinenko's. Litvinenko's poison was designed to be slow acting and yield a horrible death, and so was Navalny's. The problem was that Navalny was spirited away to Germany where he got better treatment than Litvinenko did after he was poisoned, at a hospital highly specialized in treating poisonings. I am pretty sure that Navalny would have died like Litvinenko did had he not been taken to Germany. What I am suggesting is that Putin may have underestimated the German hospital treatment protocol's efficacy, and for that reason they allowed Navalny to be taken away. They assumed he would end up like Litvinenko did, who died 22 days after his poisoning, with those 22 days being the worst 22 days of his life. So I think the statement was intended to put out a message that they did not really use the full dosage and held back, as they wanted Navalny to suffer to his end. And make no mistake, Navalny probably had a very shitty 22 days like Litvinenko did, and they were the worst 22 of his life, but unlike Litvinenko, he lived, because Putin underestimated the German doctors at that hospital. That is my read on all of this.
