Overall approval: 40.6%
Economy: 37%
Immigration: 33.2 %
Foreign Policy: 37.8%
Coronavirus: 46%
Direction of country: 29%

These numbers are dismal. Only Kamala Harris has worse job approval numbers.

His legislative agenda is dead; his party is headed for a big defeat in November; and when the country and the world most need strong leadership from the American President, he busies himself with finding a judge with certain demographic characteristics that could squeak through the Senate approval process for a seat on the Supreme Court. When he finally picked someone, as usual, he couldn't pronounce her name.

I think it's nerves because she knows she's in over her head. Whether she is talking about the US southern border or Ukraine she appears clueless once she has to go off script, hence the nervous laughter.
Since the US has a senile President, a smart and competent VP might have offset that a little. Instead you now have 2 buffoons in the 2 top positions, and one of them can't even use dementia as an excuse.
