You talk of Quebec-centric popularity.It's not just TV and Cinema, as your "debate" failed to take into consideration the substantial impact of multi media marketing of a large international corporation that is a giant in the travel industry. Every person in every country of the world who has ever used Priceline- BILLIONS of people- have seen these images for the last 20 years:

Priceline is an American site. Shatner was the face of Priceline starting only about 20 years ago. His adds were not broadcast outside the USA.
Céline Dion sang for the pope about 40 years ago. A performance that was broadcast across the world. She is one of the highest selling artists of all time.
Who cares if you have a Visa card with Shatner’s face on it. Over 200 million people worldwide have albums with Celine’s face on it. And believe me that most of the them are not from Quebec!
She is much more popular outside of Quebec. I would even go so far as saying that most Canadians and Quebecers would rather distance themselves from her.
