I would check with Sympatico to see if they offer any "improved" filtering services, they might for a fee but I'm not very familiar with their products myself. Since they control the domain and there are many other users than just yourself, some of your options are ruled out. Your best option in this case is probably some sort of Outlook capable desktop filter. This way your mail would be filtered after it leaves the Sympatico system and at that point you can do whatever you want to it without affecting others. Also you don't have to change your current setup too much.
I've used 2 different products of this type in the past that were pretty good. They are not free, they cost around $40-45 US dollars per year for a 1 computer license. I'm not sure if that fits your budget but they are a pretty good value if you get lot's of junk in your email. They both work with Outlook, and if you check multiple accounts from the same Outlook profile it will scan all of them for you. You should look into:

Symantec Brightmail Desktop or Cloudmark Desktop
Cloudmark has a free demo you can download from their site. There is no consensus on which filter is best, but these 2 are usually up there in the top 5 of most results. I've switched to a different filter at work, but I still use Cloudmark at home for my personal accounts. If you have a cable or DSL hookup either one should work well.
