Special requests like that are YMMV. If the costume is out of the norm, then it might not be possible. I'm always flexible in those cases. But for something as simple as a summer dress and high heels, that should be considered "standard". Actually I just checked. The OP of the twitter thread is Gemma Song and her profile states that she's based in New York City and San Francisco ($800/hr). Rates are usually crazily high in NYC.
