Probably right about the regulations problem. I see complete legalization as meaning no regulation except with current laws against human trafficking and using minors, pimping
But I do agree with you that bureaucrates cannot stop themselves from making useless and ridiculous laws to hinder and tax us to insanity.

Why? She is just plain dumb. And so are Meryl Streep, Emma Thompson and Anne Hathaway mentioned in the first article.

There is a (not so nice, to tell the truth) dictum attributed to the great Russian physicist Lev Landau: the percentage of smart people in the world is so negligibly small that if you consider a sampling based on any other criterion, say, opera singers, it is almost certain you will not find even a single one. We are in the bottom end of the cycle. It does not matter if Amnesty International or PETA wants decriminalization. The Nordic model has taken hold, Harvey Weinstein has been identified as the diddling marauder, and Robert Kraft is getting his pee pee whacked for something he could have gotten away with 10 years ago.
