An intelligent, eloquent and most importantly a kind human being is what I’m told from people that actually met him and knew him best.It breaks my heart that he is gone so soon and I’m so sad for his daughter , his family and all his friends (here in Montreal and elsewhere) who loved him.

Don't know if you got it right... Didn't see that show but as far as I know, Luc Picard is an actor, the two Joe Beef chefs are David McMillan and Frédéric Morin.
Maybe the Picard you ment is Martin Picard the big guy from le Pied de Cochon on Duluth.
