I think you are wrong about this. Most popular/high caliber SPs are completely booked all the time but when F1 weekend comes around they get a lot more demand because there are a lot of tourists who come visit the city for the atmosphere and not only for the race. I think the same logic applies to jazz fest as well. The few SPs that I see on a regular basis have told me that GP weekend is a busier weeken than otbers because they could work 24h straight and have back to back calls but they choose not to work that many, but still more than their regular weekly schedules. I have attended the GP many times over the years and I have not found that the escort business operates differently in any significant way.
Only a small minority of F1 fans are looking to hire escorts. No one can say how many F1 fans seek out escorts though the indy girls and the agency bookers can probably give some reliable estimates of how their business fluctuates during the GP. But when a client calls a girl or a booker he doesn't have to say, "Hi, I am here for the F1 race and I want to book a girl." So there is no way to know exactly what effect the F1 fans have on the business.
Also, some of the normal demand for escorts which comes from conference attendees and business travelers slows down in the summer so when the slack in demand is taken up by race fans, they become more noticeable.
I do think that some agencies try to get as many girls as possible to work during the GP just in case there is a sudden upsurge in demand, but as some have noted, some girls prefer not to work during the GP.
Locals probably do cut back on their demand for escorts because of the perception that escorts are hard to book during GP weekend.

The signs can seem obvious, but only if you know what you’re looking for. Over the course of the last few weeks, a coalition of women’s groups behind a sexual exploitation awareness campaign has been looking for them in job postings online.
The ads promote work during this weekend’s Canadian Grand Prix in Montreal. They target women, often ask for a recent photo, say applicants can make lots of quick money and don’t need any experience. There’s no training required, either.
“A recent one said you need to be single to apply,” said Éliane Legault-Roy, a spokesperson for the coalition behind the “Un Trop Grand Prix” campaign.
The campaign, launched in early May, is two-pronged — one facet aims to raise awareness among young girls, ages 15 to 18, while the other targets men, reminding them that paying for sex is a crime.
“It’s important for young girls to be vigilant and be able to recognize the signs that they’re being recruited into sex work,” Legault-Roy said. “But on the other hand, if there were no clients in the sex trade, there would be no demand and no recruiting.”
Though it has been debated by groups representing sex workers, which argue there’s no hard evidence the event generates more sexual exploitation and that the ensuing “police repression” only endangers women trying to make a living, Montreal’s Grand Prix has garnered a reputation as a sex-trade hotbed...
One thing that I can confirm from experience is that the GP weekend will occasionally inspire a local retired escort to return to the business to pick up some quick cash. In 2015 I had the pleasure of meeting Clara who came out of retirement for a short time around the time of the GP.
I'm not in Montreal for the race this year, but if I were I would not hesitate to book an escort and I would be confident that I could easily book someone whom I would like.
