Turkey says a deal has been reached with Russia to allow Ukraine to resume exports of grain through the Black Sea.

It is to be signed on Friday in Istanbul by Ukraine, Russia, Turkey and UN Secretary General Antonio Guterres.

The world shortage of Ukrainian grain since Russia's 24 February invasion has left millions at risk of hunger.

The invasion sent food prices soaring, so the deal to unblock Ukraine's ports is crucial. Some 20 million tonnes of grain is stuck in the country.

Ukraine's foreign ministry confirmed that another UN-led round of talks to unblock grain exports would take place in Turkey on Friday - and a document "may be signed".
President Volodymyr Zelensky said in his late-night address that Kyiv awaited news "regarding the unblocking of our ports".

But one Ukrainian MP close to the talks voiced caution over the deal.

Russia attacked the Black Sea trade port in Odessa, Ukraine, on Saturday, less than one day after the two countries came to an agreement — mediated by Turkey — to export tons of grain out of Ukrainian sea ports.

Four Kalibr cruise missiles jetted toward the port, two of which were shot down before hitting the port, the city of Odessa announced.

The grain deal, which was also mediated by the United Nations, attempted to improve global food shortages by allowing ports in Ukraine, including the Black Sea trade port, to operate and ship grain worldwide.

Yevgeny Balitsky, the Russia-appointed regional governor of Zaporizhzhia, signed an order authorising the holding of a referendum on the region's reunification with Russia, according to RIA Novosti. Balitsky signed the document at the Melitopol forum of the public movement,"We are together with Russia".

Over 700 representatives from the region attended the event. Vladimir Rogov, a participant in the forum and a member of the regional administration's main council, read out the appeal of the attendees.
The hands went up in unanimity throughout the entire room of delegates.

The statement read, "Based on the principle of free choice, taking the opinion of every resident of our region as the main value, we declare our intention to hold a referendum on the entry of the Zaporizhzhia region into the Russian Federation as a full-fledged subject. We are one people and we will be together."

In his video message, Ukrainian President Volodymyr Zelenskyy stated that holding referendums would eliminate any possibility of negotiations with Ukraine for Moscow.

As Dmitry Peskov, the Russian president's press secretary, noted in response that Zelenskyy should not address Russia here, but the residents of these territories, as this is their desire.

I think he did these guys a favour by getting them out of the war before they got killed like 10 other Russian Generals.

NATO has been fighting a war with Russia on Ukrainian territory, Sergey Kiriyenko, the first deputy chief of the Russian presidential staff, said Wednesday.

Kiriyenko, whose comments were reported by the Russian state-owned news agency TASS, alleged during the opening ceremony of the Digoria forum for young political scientists that the West was conducting a "hot military operation" against Russia.

"We understand very well that on the territory of Ukraine we are not at war with Ukraine and, of course, not with Ukrainians," TASS quoted him as saying. "The entire NATO bloc is fighting a war against Russia, on the territory of Ukraine and by the Ukrainians' hands.

Estonia's Prime Minister Kaja Kallas followed with a call for countries to "stop issuing tourist visas to Russians."

"Visiting #Europe is a privilege, not a human right," Kallas tweeted. "Air travel from RU is shut down. It means while Schengen countries issue visas, neighbors to Russia carry the burden (FI, EE, LV – sole access points). Time to end tourism from Russia now."

We urge the Russian Federation to immediately withdraw its military forces and all other unauthorised personnel from the Zaporizhzhia Nuclear Power Plant, its immediate surroundings, and all of Ukraine so that the operator and the Ukrainian authorities can resume their sovereign responsibilities within Ukraine’s internationally recognized borders and the legitimate operating staff can conduct their duties without outside interference, threat, or unacceptably harsh working conditions.

As it was already expressed in the Board of Governors Resolution GOV/2022/17, it is undeniable that Russia’s invasion and its continued presence at Ukraine’s nuclear facilities significantly raise the risk of nuclear incidents and accidents.

We strongly condemn Russia’s use of disinformation to try to justify its illegal actions in Ukraine.
