i think he means how is it always right... its easy, they put the same sign for all the right answers...
take 99: 9+9=18 99-18=81
then 23: 2+3=5 23-5=18
take what ever two number, and you'll notice its always the same sign at the number...

Danny is correct as to why it works.The symbols associated with #'s 82 - 99 mask the pattern(the symbol for #'s 9,18,27,36,45,54,63,72,& 81 is always the same) - it is impossible for the subtraction to yield a total of 82 or higher hence the symbol associated with 90 and 99 will vary from the one
associated with the aforementionned numbers.This has the effect of distracting the eye from the solution.

The answer is always a multiple of 9 no matter what number you pick.
Assume the following 2-digit number: XY
It is equal to (X*10)+Y so if you subtract the sum of the two digits (X+Y)
You get: (X*10) +Y – (X+Y)
Which is equal to (X*10) – X or 9*X
So the answer is always a multiple of 9 times the first digit and in the table all the multiples of 9 (9, 19, .27, 36, etc) have the same symbol.
