It's in the same vein of how he said the real targets of the investigations against him are his voters: he can easily manipulate painfully stupid people for their votes (while reinforcing their bigotry) but name one Trump policy that benefited any Trump voter that wasn't already rich.

According to this, some had been charged by Jan 11, 2021 while Trump was still in office. I'm not sure the names of the 150 sought for prosecution were known or the DOJ was seeking their names to arrest them.
