The ex-girlfriend of former foreign affairs minister Maxime Bernier had contact with an individual closely associated with Quebec biker gangs as recently as 2006, CBC News has learned.

In Couillard's only recorded interview aired last month on Quebec television network TVA, she maintained that those relationships were all in her distant past and insisted she had no friends in biker circles.


"I need to re-establish my credibility and my dignity," Couillard said during the interview, in which she revealed Bernier had left a confidential government document at her residence in April.


Bernier resigned just hours before the interview aired.
A joint CBC-Radio Canada investigation has revealed that in the summer of 2006, nine months before her relationship with Bernier began, Julie Couillard dined at a Laval restaurant with a convicted loan shark named Normand Descoteaux.


Descoteaux was arrested in 2001 during a police roundup of biker associates and was a well-known associate of Hells Angels kingpin Maurice (Mom) Boucher, said Michel Auger, a journalist who has covered organized crime for 45 years for the Journal de Montreal.


"That guy was a really tough guy," Auger told CBC News.
Loan shark survived gangland hit

Descoteaux was also the target of a gangland hit in July 2000 while he ate breakfast in a north Montreal restaurant with Bob Savard, another Boucher lieutenant.
Two shooters killed Savard before turning their guns on Descoteaux, who survived by using a waitress as a human shield. The waitress took three bullets in the leg and one in the arm, but survived.


Auger, who was targeted by criminals who shot him six times in the back in 2000, said that Descoteaux was once one of the main loan sharks in Montreal. When he was arrested in the 2001 roundup, police seized about $3 million dollars in cash, he said.

It remains unclear what Couillard and Descoteaux discussed during the lunch, or what the nature of their relationship is. But her lawyer Jean Claude Hebert told CBC News that Couillard denies the meeting took place at all.


Couillard lived with Gilles Giguère, a well-known Montreal crime figure, for three years beginning in 1993. He was gunned down in 1996 when he decided to become a police informer after being arrested with a cache of submachine guns and marijuana.


Couillard insisted in the TV interview that Giguère was not a biker and only knew Savard.


In 1997, she began dating and later married Stéphane Sirois, who admitted to being an enforcer for the Rockers, a Hells Angels puppet club. He later turned informant and testified against a dozen of his former colleagues in a 2002 trial.


During last month's interview, Couillard acknowledged Sirois was a biker when she met him, but said he left the gang at her insistence. Couillard and Sirois divorced in 1999.

Couillard is the former girlfriend of Maxime Bernier, who quit as foreign affairs minister last month after it was revealed he left a confidential document at her house several weeks ago. Couillard returned the document.

Citing unidentified Conservative party sources, a Montreal newpaper reported that Couillard was active in fundraising in the Chateauguay-St-Constant riding.

Couillard has never been accused of any wrongdoing but has been linked with several reputed organized crime figures, including men with ties to the Hells Angels.

MONTREAL–The restaurant where then-industry minister Maxime Bernier first met an enchanting brunette named Julie Couillard is a chic Italian eatery and bar frequented by movie stars, beautiful people and, on occasion, gangsters.

Couillard was brought to a dinner gathering, held in Bernier's honour in April of last year, by a colleague from a property development firm with which she had recently become affiliated, sources say. A La Presse investigation has revealed the man who accompanied Couillard to Ristorante Cavalli on the evening of April 26, 2007, was Philippe Morin, one of two owners of Groupe Kevlar, a large Montreal property developer. The investigation has confirmed Morin brought Couillard along to a weekly dinner held by a handful of young Montreal businesspeople, and that Bernier's acquaintances among the group intended to introduce the minister, a bachelor, to the one-time actress and model. Morin could not be reached for comment last night.

Cavalli is a swank bar and restaurant in downtown Montreal, frequented by the city's wealthy and celebrated, including Formula One drivers and actors. But it has also made headlines for more than its food or atmosphere. In August 2006, a well-known Hells Angels associate was outside the restaurant in his Porsche when a man began firing shots at the vehicle. No one was injured. Alleged Mafia enforcer Lorenzo Giordano, an occasional patron of the establishment, was questioned at length by police at the scene. It was later reported the incident began as a scuffle inside the bar. A few months later, Giordano skipped town as police prepared to arrest him in a sweep that netted 90 members and associates of purported Sicilian Mafia leader Vito Rizzuto. He was later arrested at an upscale health club.

Kevlar has denied Couillard was ever employed by the company and insists she never worked in the company's offices. It issued a statement last month saying the firm was simply sponsoring an independent agent. But a real-estate industry database continues to list Couillard as an "affiliated agent" with the company, she completed her realtor's exams in 2007 and was registered with Kevlar on April 7 that year. Also, Le Devoir reported this week that Couillard attended a fundraising cocktail party on April 17, 2007, in a Tory riding near Montreal and presented a Kevlar business card. Sources told La Presse she used her connections to Bernier and other government officials to vaunt the merits of the firm's plan for a federal office building in Quebec City. The tender for the building has not yet closed, and the same sources insist neither Bernier nor any other officials intervened on her or Kevlar's behalf.

Public Works Minister Michael Fortier dismissed his senior Quebec aide on Tuesday after it was revealed he was dating Couillard – who has previously lived with or dated at least four people with strong links to organized crime – around the time she was first listed as a Kevlar agent. An independent auditor is to report on whether the bidding process for the federal building is tainted because of the relationship between the aide, Bernard Côté, and Couillard.

In Ottawa yesterday, the Liberals said there are security reasons to investigate whether the federal government is being targeted by organized crime. "There is the possibility that organized crime is trying to infiltrate the government," Liberal Leader Stéphane Dion told reporters. "I'm not saying it's what happened. But certainly all the experts of security who have spoken (say) ... this is the pattern that you need to check." Less than a month after earning her certification, she found herself at the same table as Bernier.

In an interview with the Quebecor-owned Canoe website, Couillard described meeting Bernier through a "business partner," in late April, 2007, a few weeks after she had been sounded out about running for the party. Couillard said Bernier "sat down near me" during the dinner and that she accompanied him for a nightcap at his hotel bar. The two became romantically involved later that week.

Bernier yesterday broke his silence to speak with a radio station in his Quebec riding of Beauce. Bernier said he has avoided television, newspapers and his Blackberry since he resigned on May 26 and spent a few days in a "closed retreat" to "recharge my batteries." "I'm well ... but I've lived through a very difficult period lately," he said. "This has been very difficult psychologically. ... I'm very happy to be back home and with the unanimous support of people in the Beauce." In the 15-minute interview, Bernier refused to answer questions about Couillard. Bernier resigned as foreign affairs minister last month amid revelations he had left confidential documents at Couillard's house.

OTTAWA - Former Foreign Affairs Minister Maxime Bernier removed the classified briefing notes that cost him his job from his own briefcase and asked her to throw them in the garbage, charges his ex-girlfriend, Julie Couillard, in a new book about to hit the stands.
According to LaPresse, which obtained a copy of the book before its scheduled release date, Couillard paints Bernier as the author of his own demise.
Bernier resigned as Canada's minister of foreign affairs on May 26, hours before Couillard revealed in a television interview that he had left sensitive NATO briefing notes at her Laval, Que., home.
Couillard, whose previous boyfriends have included members of the Mafia and an outlaw motorcycle gang, said that the documents were about a NATO meeting in Europe.
Couillard recounts in the 300-page book that Bernier didn't like computers so he constantly dragged around mountains of documents.
Cleaning up his briefcase in a hurry one morning, he dumped a pile of documents on her kitchen counter, she says.
"Can you put this in the garbage for me," he asked, adding "I would prefer that you wait for garbage day to do it, after all they are confidential documents."
In her book, Couillard paints a portrait of Bernier as a narcissistic intellectual lightweight who was constantly complaining to her about Prime Minister Stephen Harper.
"When he was alone with me he never stopped talking against his leader. He reproached him for all kinds of things that very often had nothing to do with his ability as a prime minister; he was fat, he had a belly, he wasn't in shape, he spent his time drinking Pepsi."
Couillard says Bernier opposed the war in Afghanistan and also recounts an incident in which Bernier, a one-time aide to former Quebec premier Bernard Landry, told her that the independence of Quebec was inevitable, he had no problems with it and was waiting for it.
Since the scandal, the government has ordered the Foreign Affairs Department to investigate the security breach but has rejected calls for a public inquiry or an RCMP investigation, saying the opposition is just trying to satisfy its prurient curiosity.
Bernier has since publicly denounced the notion that he had known about Couillard's past while they were dating.
"Did Ms. Couillard inform me of her past links to people implicated with organized crime? The answer is no. She did not inform me and never has anyone else at any level," he said at the end of June. "I knew of her past what she would tell me and was only told of rumours concerning her past on April 20, a few weeks before the information became public and at the time we were no longer dating."
Bernier also said he assumed full responsibility for misplacing the documents, stressing he learned they were missing only a day before he resigned.
