Cloud... I think Julia is talking about 3rd party systems that actually do harvest phone numbers. I believe that some Sps also have a common site where phone numbers are reported and indexed.

Youre right, telecom companies can't share client info (especially in Canada)... but there are currently so many other companies that do... that it kinda loops back to the same result.
If its truecaller... you can access it... just make sure to use a dummy gmail to link to it... use a throwaway.Then you can run queries on numbers and see the output.
google "truecaller vs" and see the auto suggest.... and follow the rabbit
There are many such systems that exist that were initially created to identify spam callers... but these guys have been purchasing all sorts of databases.
And its going to get worst.... with net nutrality and other laws changing , many places are going to be dumping their client databases.
That also means that a lot of shitty systems are going to get hacked and big data is going to leak...

Using an ISP that have hops in the states? vulnerable
using a commercial vpn ? very vulnerable
using software you paid for to protect your computer? AVG Paid?... vulnerable and openly sold (http://www.wired.co.uk/article/avg-privacy-policy-browser-search-data)
My point? there has been a marketplace for a few years now.... its not a new thing. data has been moving around and some have been compiling all of it... others have been selling access to it.
Then you have the extra paranoid... I have an emergency phone I lend out to friends that visit etc... using a Petrocanada pay as you go sim card... the number is blacklisted lol so everyone thinks I'm some scammer asshole.
I hope that isn't what they are using, but I'm sure its helping... but there will be false positives... that's life.

I dont blame them one bit.. on the contrary... but it also punishes a lot of good customers as well that seriously need to be protected with the current laws.
