A permit to dump your snow on the streets

Homeowners in many Montreal boroughs will have to think twice about clearing their driveway. A bylaw forbids them from pushing the snow from their property onto the street. Some residents will have to apply and pay for a special permit. Melina Giubilaro reports.

I did not know this. The city inspectors are out to make some money. If they see a mountain at the end of your driveway they will fine you for putting snow on the street. You can get a permit to put your snow on the street but it will cost you. Evidently they charge by the size of your driveway. If they see a pile of snow at the end of your driveway they will fine you.

It makes sense.

A special permit only allows the City to recoup the cost of carting away that extra snow. It makes it more difficult for people in general to use the sidewalks, park in the street and it increases snow removal costs to the City.

There is more unfairness to the immediate neighbours who have smaller driveway(s) or clear only partially the snow off their driveway that the cost of a permit does not alleviate.

A driveway big enough to park four cars as my immediate neighbour's is will when completely cleared of snow generate a mountain 4 times the size of the pile created by clearing a driveway which accommodates one car as mine is. When the city's grader comes along, the bigger pile of snow will be spread along the curb and the sidewalk to create a bigger and higher obstructive windrow in front of my driveway than the windrow left in front of his driveway or that of my other neighbour(s)down the street. Because the City takes a few days to cart that windrow away, I am stuck until then with my neighbour's excess snow blocking access from my driveway to the street while my snow and that of other law abiding citizens will have remained on my lot.

I have space to put my driveway snow, so it is no problem for me. The city is getting less revenue because of the pandemic. I would not be surprised if they start to fine people left and right to make some revenue.

This type of Bylaw has been around for years . The people who use the streets and sidewalks as their private snow dump should be deterred. from such egoist uncivility .

I am for sustained enforcement here is why....More by-law enforcement and the higher the fines equals more deterrence and eventually nobody will do it or they will do it only once. And if successful the City will have decreased the revenue from this source but cut down on its snow removal expenses.

On my street I started taking videos of the private snow clearing contractor doing it systematically for each of his clients driveways.
Not only did he create a mountain at the end of the driveway but would push it towards my drive way so that his client or visitors could easily park along the curb in front of his house.

I informed the guy driving the tractor mounted snowblower that what he was doing was illegal .Hold me straight faced they had a special permission to do it during big snowstorms. And then said he would sue me for filming him without his consent .I challenged him to call the police on his cell so I could show them the video of him flagrante delicto. He never did . This all happened before Covid.
