Al Pacino as soulless lawyer John Milton in The Devil's Advocate. Take the public perception of a profession most see as one of the most villainous and put the Devil himself at the head of it using his position to obfuscate everything ethical and moral to perpetuate evil. The name is great too, as it was Milton who said "
better to reign in Hell, than to serve in Heaven". Perfect fitting conceptualization.
Patrick McGoohan as King Edward I of England (Longshanks because it was said he could mount a horse without steps or stirrups). The ruthless king who beats his son, plots to impregnate his daughter in law, encourages his lords and magistrates to rape Scottish brides, and throws away the lives of his own men like he was burning useless garbage.
Clive Revill as Lord Palpatine in the Star Wars series. Harkening back to the Romans when they exchanged the Senate for tyrannical emperor despots with no scruples except self-glorification.
Malcolm McDowell as Caligula. The mad emperor who allegedly bragged to husbands after raping their wives, humiliated the army and may have planned to make his horse a Consul of Rome.
Christoher Lee as Saruman of the Lord of the rings, and as Count Dooku/Darth Tyranus of the later Stars Wars episodes I and II.
Jack Gleeson as the twisted boy king Joffrey Baratheon, and
Charles Dance as Tywin Lannister the coldly calculating vicious evil power behind the throne - both in Game of thrones
Jason Isaacs as the cruel murdering British Cavalry officer (Mirroring the real Banastre Tarleton) in The Patriot, and as Lucius Malfoy of the Harry Potter series.
Ralph Fiennes (again) as Lord Voldemort of the Harry Potter series.
I love that movie and that character. Although, in the grand scheme of things Boss Tweed is probably the bigger villain in that movie, manipulating these gangs for political benefits.
True. Cutting was more like the disposable front man doing all the dirty work while Boss Tweed was the master manipulator benefiting behind so many willing stooges.
