as I then ask you, how do you know this as fact ? Have you seen any of these persons Income Tax returns after submission to the government ?I know guys who make a fortune and some who don't.

I think it is safe to assume that SP industry in Canada will see that the US customer demand has dropped.
While US dollars has fallen, the cost of living in Canada (excluding SPs) is still high compared that to USA. For example, I paid $65 from Airport to Day Inn in downtown and the usual $40 from Day's Inn back to airport. The rates are in Canadian dollars excluding the tips.
As far as agencies raising the cost is concerned, I think that these agencies are testing price sensitivity of demand. The SP that I saw on my trip mentioned that a lot of SPs are attracted to Ottawa and Toronto because they can make more in those cities. Anecdotally, it is likely that SPs are asking the agency owners to offer higher hourly rate (to match that of Ottawa) and owners have no choice but to increase rates. This might just be a temporary thing, and only time will tell if such rates will hold in the long run.
