If it's an inexperienced or young SP, sure. If there are circumstances that explain a poor experience, maybe. In MTL, we're so spoiled, I have to admit I already have a fairly big TDL and repeat list, so there's also the aspect of having so much choice. In other cities, especially in the case of a cancellation, then choice dictates you give them a 2nd shot to at least meet up (I know it's not quite the original Q, but deserves to be mentioned, there's a difference here).
If it's someone who's received mixed reviews in another location, though (where choice isn't as clear), even with the choices being fewer, then no.
