Police know full well what escorts do and they don't care. It is not an enforcement priority here.
It is neither a priority nowhere in the world, whatever the legislation. The real laws they are enforcing in Europe are about immigration. Prostitution laws are enforced very discontinuously everywhere. The outbursts of repression happen when there are big political or social pressures exercised on police forces. They never last. They did not last in Sweden and Norway. They don't last either in faith based societies or under ideological regimes.
It's certainly not an enforcement priority for the prosecutors: increased net costs and tribunal and prison cluttering for a crime with no victim and no significant externalities. It's not a sane way to spend public funds, to manage the budget allotted to the justice system.
If an SP was bothering neighbors I would bet they would try to solve this without the hassle of cracking down on her business.
I've had many different accounts of the relations between the operators and LE. Some will tell you they talk to officers a few times every year. Some will tell you they never heard of them. Some others are antagonistic. Neighbor complaints, I'm quite sure, are dealt with just like any other neighbor complaints: arbitrarily. Most officers will get in touch with those causing the troubles and ask them to deal with those problems. A few zealots will try to make a case right away.
My general impression is that the best thing that could happen to this industry is an improvement of the relations between them. Courtesy visits are welcome generally when done properly with clearly stated purpose. It happens sometimes in the massage parlors but it's not done systematically. It depends on the directives at the "postes de quartier" and some individual initiatives.
I was quite certain the original story would end that way. LE may try to establish contact with MP operators. But I doubt it would ever be possible neither appropriate to do so with individuals.
AmberRose: are you talking about Montreal? I have never heard of the SPVM doing fake bookings in order to get in touch with a SP unless they have a clear criminal case. Is what you're talking about taking place specifically after december 2014?
