When you cross a border, the country's laws apply, not the province or state. Even if cannabis is legal in Vermont, a Canadian can not bring some through the USA boarder because it is still illegal at federal USA level.
I found that: "Under the
Cannabis Act, it remains illegal to import into Canada, or export from Canada, cannabis and cannabis products without a valid permit or exemption (including CBD products derived from cannabis or hemp) issued by the Government of Canada."

The Canada Border Services Agency (CBSA) is reminding Canadians that although cannabis has been legalized and regulated in Canada, it remains illegal to bring cannabis (and cannabis products) into or out of Canada – whether it is a gift or for personal use. Also, when shopping online, make sure you are buying from a licensed Canadian cannabis retailers to avoid potential delays, an enforcement action and even criminal prosecution.
