Do you really think the owners will agree to a floor if they want to hide what they are doing with the revenue sharing monies? It isn't going to happen.
It goes back to a fundamental proposition which has been true from the very inception of baseball as a sport: you cannot legislate winning. Either a team wants to win, or they don't. Obviously the owners who are not using the revenue sharing monies to make their team stronger and are using it elsewhere either don't care about winning, or make it a lower priority to something else.
The teams who want to win should not subsidize those who do not want to win. Therefore I must agree with Boras that unless there is full disclosure, there should be a full refund of those monies to those who donated them.
And little do the critics of the system realize that by not demanding full disclosure, they effectively perpetuate the status quo. For the teams who win - ALL THE TEAMS - they want their competition to be using money on their other businesses rather than reinvesting in their teams. The current system favors the teams who want to win, and the teams who don't want to win who are paid money essentially for doing nothing. Why wouldn't anyone want to be paid something for doing nothing?
