Your memory isn't failing you. I think it was prior to 2011, though. It was more between 2007-2009. I think this is exactly what James and most of us want to avoid happening again to anyone else. Educate the girls so they don't accept BBFS (even for $$$). Punish the clients who try BBFS or offer $$$ for it.
Montreal remained one of my most favorite places to play and blow off steam despite the fact that I moved to the other side of the world and have much closer and cheaper options.
