that's actually a good point. the 'honour system' does not work in this circumstance. People that respect the quarantine are more likely to have respected social distancing measures while away...
I heard in the news tonight that passengers will have to have a negative covid test 3 days before returning to canada...why not administer a test when they arrive? then another test after 4 days at the travellers expense? I would rather pay $100 dollars for a test than have to quarantine for 14 days. The value of my 'productivity' over 2 weeks is worth way more than $100...
